Elkhan Suleymanov: “The Azerbaijan delegation is forced to suspend its activities in the Euronest PA”

Elkhan Suleymanov, Vice-president of EuroNest PA and Head of the Azerbaijan delegation in the EuroNest PA, has appealed to Mr Martin Schulz, President of European Parliament, Mr Leonid Kozhara, the OSCE Chairperson-in-Office, Mr Jean-Claude Mignon, President of Council of Europe, Mr Ranko Krivokapic, President of OSCE PA, Mr Y. Kirilov, Mr B. Tarasyuk, co-presidents of Euronest PA, members of the Conference of Presidents and all members of the European Parliament, APA reports.

Kirilov, Mr B. Tarasyuk, co-presidents of Euronest PA, members of the Conference of Presidents and all members of the European Parliament, APA reports.
The appeal says: “Just in the beginning of July this year when Azerbaijan was not included into the list of countries where elections would be monitored we assumed that the European Parliament taking into consideration absence of serious problems made a decision not to send a monitoring mission for the presidential elections in Azerbaijan. That time I, as a head of the Azerbaijan delegation in the Euronest PA, valued this step from your side as absence of problems in Azerbaijan. The reason is usually international organizations send monitoring missions for elections to countries with many problems. But it is proved today that the decision of the European Parliament not to send a monitoring mission for elections in Azerbaijan made in the beginning of July was based on its plans to create ulterior subversion and unrest.
By not including Azerbaijan into the list of countries, where elections shall be monitored, the European Parliament began a political sabotage and, by sending monitoring missions for elections to Armenia being an undisguised occupant country in the region and Georgia, attempted to damage political reputation of Azerbaijan in international world. Surprisingly, later in the beginning of September the European Parliament changed its opinion and decided to send a monitoring mission for elections in Azerbaijan. After this the monitoring mission consisting of representatives from all groups and political fractions except the Green Party working in the Parliament was formed.
It seems that the European Parliament considering the reputation of the formed monitoring mission refrained from disclosing its offensive, disguised sabotage plan to the members of the mission and awaited the results of the elections. The results of the elections are known and I would like to quote from the evaluation declaration of elections by the official monitoring mission of the European Parliament that monitored the Presidential elections in Azerbaijan: “We have not come to Azerbaijan to teach a lesson but to monitor democratic principles and elections. The elections have been held free, transparent, fair and with progress towards democracy in accordance with the standards of OSCE and Council of Europe”.
As it seems the leadership of the Freedom and Unity house having seen this positive evaluation of the monitoring mission was made very angry and having adopted an additional clause 32 to the draft resolution of the European Parliament included in this clause its claims that the elections were held in non-conformity with the OSCE standards and non-fulfilment of OSCE requirements. It seems that the leadership of the European Parliament and the members of the Parliament have forgotten the positive evaluation of Leonid Kozhara, the OSCE chairperson-in-Office, EP, PA of Council of Europe and OSCE PA as well as of other international monitoring missions and most probably was made angry of them too. But the European Parliament should consider that ODIHR is only one of the numerous institutions of OSCE. Despite the fact that three out of 4 international institutions monitoring the elections – European Parliament, PA of Council of Europe and OSCE Parliamentary Assembly have provided their positive evaluation, the fact that the European Parliament insistently based itself on the partial resolution of the OSCE ODIHR monitoring mission consisting of low-rank functionary is the heavy damage caused to, lack of believe and distrust in the Human Rights house consisting of European Parliament members, EP, PA of Council of Europe and OSCE PA.
The OSCE/ODIHR’s partial, non-facts based report has only one goal – is to fulfil the instructions of higher rank functionary and serve to ensure the interests of power states in Azerbaijan, form a negative image of Azerbaijan in the international world and force with slander and calumny Azerbaijan to refuse from its territories being under occupation for more than 20 years.
However, these powers should realize a well-known truth that the state of Azerbaijan will continue to pursue its independent policy not paying attention to any pressures and threats and will keep and maintain as it does today its leading role as a lead country in the region.
Today the European Parliament and other international institutions have deceived the international community and the people of Azerbaijan with the Resolutions about our lands having been under occupation for more than 23 years that have not been implemented after the insistent demands of Azerbaijan and have not applied any sanctions against Armenia. Martin Schulz, President of European Parliament says in his response letter to me: “Azerbaijan and Armenia themselves should solve this complex issue”. This is absurd.
The European Parliament’s insistent call to refer to OSCE/ODIHR notwithstanding the evaluation of the European Parliament’s elections monitoring mission is one part of sabotage and unrest plans against Azerbaijan. It seems that they have been very upset of their unsuccessful sabotage plans after the positive evaluation of the elections and of not being able to turn Azerbaijan into Libya and Syria. Such an unfair attitude to the independent country without considering your own monitoring mission and slander relying on a partial and biased institution as OSCE/ODIHR was not even a case during the regime that you call a Soviet dictatorship. We have a saying: “Those who cannot control (influence on) themselves cannot control (influence on) the others”.
Taking into consideration all the abovementioned we resolutely dismiss the clause 32 of the Resolution dated October 23, 2013 compelling to subversion and unrest and seriously damaging the reputation of European Parliament’s own monitoring mission and are forced to suspend the activities of the Azerbaijani delegation in the Euronest PA established by that institution until the proper investigation has been held and relevant actions have been taken.”
