Elkhan Suleymanov: as a whole, the report of the PACE Monitoring Committee can be considered constructive
On September 4, the co-rapporteurs submitted draft report on Azerbaijan during Paris meeting of the PACE Monitoring Committee, and the debates were held regarding the report. Elkhan Suleymanov, MP from Shamakhi and member of the Monitoring Committee, gave information about it.
The Member of Parliament told that the report on Azerbaijan prepared by the co-rapporteurs of the Monitoring Committee reflects changes in the country for the last 4 years. The sections regarding human rights and fundamental freedoms, democratic institutions, political and economic reforms, as well as current geopolitical situation around the region and Armenian-Azerbaijan Nagorno Karabakh conflict have been dealt with in the report. Thus, it could be concluded that the report wholly covers the processes in the country.

According to Elkhan Suleymanov, one of the points of attention in the report is that Armenian-Azerbaijan Nagorno Karabakh conflict has been dealt with in the special section. For the first time in the history of PACE, the OSCE Minsk Group has been criticized and failure to resolve Nagorno Karabakh conflict has been presented as a serious threat to the development of the region.
Azerbaijani parliamentarian also noted that the fact of stressing Iranian threat against independence of Azerbaijan and geopolitical reality of the region and expectations of people from Europe regarding this issue was a positive point.
Elkhan Suleymanov noted that he and Mr. Samad Seyidov, head of Azerbaijani Delegation took the floor to make their first notes during the discussions. In his speech, he told that the report of the PACE Monitoring Committee was considered constructive and comprehensive as a whole and it was mostly based on accurate facts and figures. Elkhan Suleymanov also stressed that not all the facts in the report refer to comprehensive information and some articles need to be corrected.
The Member of Parliament also noted that according to the Rules of Procedure, the Azerbaijani side should express its attitude to the report within 3 months. Undoubtedly, we will use this right and duly suggest additions and changes to the report.
Finally, Elkhan Suleymanov stated that discussion of the draft report on Azerbaijan in the meeting of Monitoring Committee was fully efficient and soon the Azerbaijani side would submit its opinion regarding the report.
