The reward of the European Union with 2012 Nobel Peace prize is high appreciation of successes of the organization for revival ofEuropeand integration processes within 60 years’ period after the World War II according to the Nobel Committee. The Azerbaijani Delegation to the Euronest PA estimates the appreciation of the European Union’s role in the continent and world by Nobel Committee and thus, congratulates EU’s management and all EU officials, as well as MEPs, the European Commission and local governments of EU Member States

MP: Azerbaijan achieves serious progress in cooperation with Europe in political dialogue

Azerbaijan has achieved serious progress in cooperation with Europe in political dialogue, Elkhan Suleymanov, President of the ACSDA, MP, Chairman of the Azerbaijani Delegation to the Euronest PA, and member of the Azerbaijani Delegation to PACE, believes.

“Azerbaijan has succeeded in political dialogue with Europe, harmonization of legal systems, and cooperation in economic, public, and cultural spheres. Azerbaijan has become a strategic partner in the provision of energy security of Europe,” Suleymanov said in the international conference “Building bridges” organized by the Association for Civil Society Development in Azerbaijan (ACSDA) and the Institute for European Affairs (INEA).

The speech of the parliamentarian from Shamakhi Elkhan Suleymanov on the amnesty of Ramil Safarov at the meeting of Legal Affairs Committee of PACE held in Paris- 06.09.2012

Dear colleagues,

Putting aside the emotional aspects around the case of Lieutenant Ramil Safarov, I will only focus on facts.

Firstly, Ramil Safarov was transferred from Hungary to Azerbaijan in full conformity with the Convention on the Transfer of Sentenced Persons.

Secondly, he was pardoned in full accordance with Article 12 of the above-mentioned Convention which allows explicitly any member country to grant pardon of sentence in such a case.

Thirdly, it is obvious that the debate on the Ramil Safarov case currently launched by Armenia in the international area has the only goal to consolidate the illegal Armenian presence in the occupied territories and to reject the demand of all international organizations (UN, PACE, EP, OSCE, etc) to withdraw their armed forces unconditionally from these territories.

Elkhan Suleymanov: as a whole, the report of the PACE Monitoring Committee can be considered constructive

On September 4, the co-rapporteurs submitted draft report on Azerbaijan during Paris meeting of the PACE Monitoring Committee, and the debates were held regarding the report. Elkhan Suleymanov, MP from Shamakhi and member of the Monitoring Committee, gave information about it.

 

The Member of Parliament told that the report on Azerbaijan prepared by the co-rapporteurs of the Monitoring Committee reflects changes in the country for the last 4 years. The sections regarding human rights and fundamental freedoms, democratic institutions, political and economic reforms, as well as current geopolitical situation around the region and Armenian-Azerbaijan Nagorno Karabakh conflict have been dealt with in the report. Thus, it could be concluded that the report wholly covers the processes in the country.

Elkhan Suleymanov: “The criteria on political prisoners prepared on “Nergaard principles” are out-dated and completely incompetent for European countries” – INTERVIEW

The Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe (PACE) discussed two reports on ‘The definition of political prisoners’ and ‘The follow-up to the issue of political prisoners in Azerbaijan’ of the German rapporteur Christoph Strasser (Socialist Group) in Strasbourg on 26 June 2012.

Elkhan Suleymanov, MP and the member of the Azerbaijani Delegation to PACE, answered the questions of APA on the course of debates. 

– June 26 was an important day for Azerbaijan as two reports were discussed in the Committee on Legal Affairs and Human Rights Committee of PACE. How would you evaluate Committee meeting on June 26? 

– June 26 was an important day for Azerbaijan to realize its true friends in Europe; to make clear to what extent the MPs of the Council of Europe were ready to have an open and transparent debate on the definition of the political prisoners while showing their willingness to adopt a fair approach with regards to the situation in Azerbaijan.

One more European country to adopt resolution on Nagorno Karabakh conflict in near future

A resolution on Nagorno Karabakh conflict will be adopted in one more European country in the near future, said Head of the Azerbaijani delegation in the Euronest Parliamentary Assembly Elkhan Suleymanov, APA reports.

Saying that he was one of the authors of the resolution, Suleymanov didn’t announce the name of that country in reliance of possible intervention of Armenians in the process, Suleymanov said that the work was carried out towards adoption of corresponding resolutions in the parliaments of 5 countries: “The documents admission in 3 of these countries will be finished till the end of this year, the documents will be adopted in two countries in the beginning of the next year”.

PACE Committee on Legal Affairs and Human Rights made a decision on splitting the reports on “Revisiting the issue of political prisoners”

Elkhan Suleymanov: “According to the Committee’s current decision, first of all, the criteria for the concept of a “political prisoner” should be prepared in the Council of Europe and a resolution should be adopted in the plenary meeting”

On May 21 2012, meeting of the PACE Committee on Legal Affairs and Human Rights was held in Paris. The address of 28 Committee members concerning splitting of reports on “Revisiting the issue of political prisoners” was discussed at the meeting. This was told by Mr. Elkhan Suleymanov, MP from Shamakhi and member of the Committee in question.

Council of Europe to prepare criteria for ‘political prisoner’ term

At a meeting of the Parliamentary Assembly of the Council of Europe (PACE) on Legal Affairs and Human Rights on Monday appeals on the separate consideration of the reports on “Reconsideration of the issue of political prisoners” were discussed, a member of Azerbaijani delegation to the structure, MP Elkhan Suleymanov, told Trend on Monday.

He said that during the discussions the appeal was supported, calling to demonstrate objectivity in relation to this matter, as well as the separate consideration of the reports on the monitoring of political prisoners by committee members in order to achieve real progress in addressing the issue and the definition of “political prisoner” term.

The address of 28 Committee members concerning splitting of reports on “Revisiting the issue of political prisoners” was discussed at the meeting. This was told by Mr. Elkhan Suleymanov, MP from Shamakhi and member of the Committee in question.

 

The Member of the Parliament told that current discussions are of great significance for the Council of Europe. Thus, the issue of a political prisoner has been the subject of serious discussion and arguments in the Council of Europe for more than ten years. The reason of these issues were the facts that internationally legal nature of the concept of a “political prisoner” remains unclear, its legal criteria have not been defined, the principle of equal rights of CE member states regarding the problem is violated.

Khojaly-1992 book in Harvard library

Copies of the “Khojaly-1992” book published by the Heydar Aliyev’s Heritage Research Center on the eve of the 20th anniversary of the Khojaly genocide in Azerbaijani, English, French and Russian have been included in the Library Fund at Harvard University, Doctor of Philosophy in Political Science Fuad Babayev said.

He said books prepared by the Heydar Aliyev’s Heritage Research Center, are published not only in the Azerbaijani language, but also in the common foreign languages.
